Comments on Commerce Council's Acceptance of Voluntary Donations

The Chairman of the Judiciary Committee in the House of Representatives requested GAO's opinion as to whether there is any authority for the Department of Commerce or the Business Advisory Council for the Department of Commerce to accept voluntary donations or contributions to augment regular appropriations made by the Congress to the Department of Commerce.
