Comments on Certifying for Payment a Voucher for Photos

GAO commented on the propriety of certifying a voucher for payment of photographs of a federal official. GAO views the cost of the prints in question to be a necessary expense chargeable to the appropriation for the Department of the Interior. Accordingly, the voucher may be certified for payment.
