Payment for Printed Invitations for Use by Mission Director

The Authorized Certifying Officer for the United States Operations Mission to the Philippines requests the decision of GAO as to whether appropriated funds from the Director of Foreign Operations Administration's representation allowance fund may be used to pay for printed invitation cards and envelopes for an official function, considering the majority of the people attending the function are important personages whom it would be improper to invite by telephone and that, if printed forms were not used, the invitations would have to be made by letter, which would involve much greater expense.
