TO MR. RAY P. RIEF:

REFERENCE IS MADE TO YOUR LETTER OF NOVEMBER 14, 1955, REQUESTING INFORMATION CONCERNING THE EVIDENCE REQUIRED BY OUR OFFICE TO FURTHER CONSIDER YOUR CLAIM FOR REIMBURSEMENT OF EXPENSES INCURRED FOR STORAGE AND OTHER CHARGES RELATING TO THE TRANSPORTATION OF YOUR HOUSEHOLD GOODS INCIDENT TO YOUR RETURN TO THE UNITED STATES FROM DUTY OVERSEAS AS AN EMPLOYEE OF THE DEPARTMENT OF THE ARMY.

IN YOUR LETTER OF NOVEMBER 14, 1955, YOU SAY THAT PART OF YOUR HOUSEHOLD GOODS WERE SHIPPED FROM GERMANY TO DECATUR, ILLINOIS, BY THE DEPARTMENT OF THE ARMY PRIOR TO THE ISSUANCE OF LETTER ORDERS 1-18, DATED JANUARY 6, 1953, WHICH AUTHORIZED TRANSPORTATION OF 7,000 POUNDS NET OF HOUSEHOLD GOODS TO DECATUR, ILLINOIS. ALSO YOU EXPLAIN THAT THE ADVANCE SHIPMENT OF YOUR HOUSEHOLD GOODS WAS MADE BY THE DEPARTMENT OF THE ARMY DUE TO A REQUIREMENT OF THE OVERSEAS COMMAND TO RETURN TO THE UNITED STATES ALL HOUSEHOLD GOODS CONSIDERED SURPLUS TO THE NEEDS OF INDIVIDUALS WHO WERE SCHEDULED TO RETURN TO THE UNITED STATES UPON COMPLETION OF THEIR OVERSEAS EMPLOYMENT AGREEMENT.

FROM THE RECORDS IT APPEARS THAT 7,333 POUNDS OF HOUSEHOLD EFFECTS WERE SHIPPED ON GOVERNMENT BILL OF LADING WY-107327, DATED OCTOBER 24, 1952, FROM CHICAGO, ILLINOIS, TO DECATUR, ILLINOIS, WHICH APPARENTLY ARE THE HOUSEHOLD GOODS THAT WERE RETURNED IN ADVANCE OF ORDERS DATED JANUARY 6, 1953. THE RECORDS ALSO INDICATE THAT THESE GOODS (7,333 POUNDS) WERE PLACED IN STORAGE IN THE HAMMANBROTHERS TRANSFER AND STORAGE COMPANY ON NOVEMBER 12, 1952, AND LATER WERE REMOVED WITH OTHER HOUSEHOLD GOODS TO LIMA, OHIO, ON APRIL 20, 1953.

UPON FURTHER CONSIDERATION OF THE EXISTING RECORD IT APPEARS THAT YOU MAY BE ALLOWED STORAGE CHARGES ON 7,333 POUNDS OF HOUSEHOLD GOODS FOR 60 DAYS BEGINNING NOVEMBER 12, 1952, IN DECATUR, ILLINOIS, AND SUCH PROPORTION OF BILL NO. 2967 DATED APRIL 25, 1953, OF THE DUFF TRUCK LINE, NC., LIMA, OHIO, AS THE POUNDAGE OF 7,333 BEARS TO 10,920, THE TOTAL POUNDAGE HANDLED BY THAT COMPANY.

NO CHARGES FOR UNPACKING OR UNCRATING OF YOUR GOODS BY THE DUFF COMPANY IN LIMA, OHIO, ARE IDENTIFIABLE FROM THE BILLS PRESENTED. ACCORDINGLY, NO ALLOWANCE THEREFOR MAY BE MADE ON THE PRESENT RECORD.

THE CLAIMS DIVISION OF THE GENERAL ACCOUNTING OFFICE IS TODAY BEING INSTRUCTED TO ISSUE A SETTLEMENT IN YOUR FAVOR ON THE BASIS OF THE FOREGOING AND PAYMENT WILL BE MADE TO YOU IN REGULAR COURSE.
