An agency questioned whether it has authority to purchase insurance covering risk of loss on its new office building. Although the property will be held in the name of the U.S. Government, the funds are being obtained from member banks. Since the total loss may ultimately be sustained by the agency because of the nature of the funding, the agency may purchase its own insurance to cover loss or damage to the building.
