GAO commented on whether the Bonneville Power Administration is authorized to enter into an agreement providing for the artificial inducement of precipitation in a designated area about Grand Coulee Dam by using funds designated for emergencies related to the administration of power plants. GAO held that the proposed contract may not properly be financed from the funds, since the seasonal reduction of rain was not an emergency condition and the decreased electrical energy output during these periods would not constitute an interruption of service.
