Comments on Use of Bonneville Power Administration Appropriated Funds

GAO commented on whether funds appropriated to the Bonneville Power Administration are available for a proposed contract to conduct a survey to determine the feasibility of inducing artificial precipitation. GAO held that if the corporation conducting the survey is considered to be an organization of experts and consultants as defined in relevant statutory regulations, GAO would not object to the negotiation of the contract as proposed, provided the survey will not extend beyond one year.
