GAO discussed its fiscal year (FY) 1995 appropriation request. GAO noted that: (1) it is making some of the most significant changes in its operations in decades; (2) it has continued to operate effectively since downsizing its staff in 1992; (3) it is requesting funding to support 4,581 average positions through FY 1995, and will further reduce its staff to 4,500 average positions in FY 1996, resulting in a 12-percent reduction; (4) in FY 1993, it produced 1,305 audit and evaluation products and nearly 4,000 legal decisions on many different issues, such as trade policies, health care issues, federal agency reorganization, and federal program management; (5) during FY 1993, GAO recommendations led to over $14.5 billion in measurable financial benefits and resulted in several improvements in government operations; (6) it expanded its efforts to use total quality management to improve operations during FY 1993; (7) it will be closing 20 of its field locations in an effort to streamline its field structure; (8) it will continue to remove asbestos from its offices to ensure the safety and well-being of its employees; and (9) it will continue its computer network development program after an evaluation of its first-year benefits.
