Pursuant to a congressional request, GAO reviewed the U.S. Geological Survey's (USGS) fiscal year 1989 expenditures for mineral resource assessment studies under its Idaho Initiative to determine the potential for discovering minerals on federal lands.

GAO found that: (1) USGS did not account for its Idaho Initiative expenditures separately from other mineral resource assessment funds, making it difficult to readily identify how it spent specific funds; (2) USGS developed study plans for spending funds to conduct mineral resource assessments, and work reports indicated that offices implemented the approved study plans; (3) USGS allocated $750,000 among branches for the initiative after deducting $250,000 for overhead expenses; and (4) it could provide only a rough estimate of how USGS spent the $1 million intended for the Idaho Initiative, since USGS did not account for those expenditures separately.
