President's Eleventh Special Message for FY 1981

GAO reviewed the President's eleventh special message for fiscal year 1981 which proposed 6 rescissions of budget authority totaling $321 million, 13 new deferrals totalling $220.1 million, and revisions to five previously reported deferrals totalling $78.1 million. Except as noted, no additional information was identified that would be useful to Congress in its consideration of the President's proposals. GAO believed that the proposed deferrals were in accordance with existing authority.
