Housing Allowances for Military Personnel in North Carolina and Virginia

Pursuant to a congressional request, GAO provided information on housing allowances for North Carolina and Virginia military personnel, focusing on: (1) the number of military personnel receiving housing allowances; (2) the estimated cost of the current housing allowance program; and (3) a comparison of military housing allowances with the Department of Housing and Urban Development (HUD) fair market rents.
GAO found that: (1) in fiscal year 1991, about 48,000 military personnel received housing allowances in North Carolina and about 80,000 received housing allowances in Virginia; (2) the monthly cost of providing military allowances in Virginia and North Carolina was over $63 million; (3) North Carolina military personnel received more than $19 million monthly and Virginia military personnel received approximately $44 million; and (4) there were a number of inconsistencies and disparities with HUD fair market rates for each area.
