In response to a congressional request, GAO identified the extent of Canadian investment in the publishing and cable television industries.
GAO found that the U.S.-Canadian trade agreement: (1) exempted cultural industries; (2) provided for retaliation in response to actions that would have violated the agreement if it had covered cultural industries; and (3) allowed retaliation in the form of measures of equivalent commercial effect. GAO identified: (1) eight Canadian corporations with investments in the U.S. publishing sector; (2) 75 transactions between 1974 and 1986, 17 of which totalled $1.13 billion; and (3) five Canadian companies with holdings in the U.S. cable television industry totalling $1.8 billion.
