In response to a congressional request, GAO reviewed Department of Defense (DOD) actions to ensure that the classified document control system for the Advanced Technology Bomber, a special-access program, properly accounts for and protects classified documents.

GAO found that: (1) the contractor's document control system provides accurate status information on its accountable classified documents; (2) the contractor and DOD periodically audit and inspect the document control system; and (3) although the contractor's document control system complies with DOD security requirements, the contractor needs to improve its investigation of missing items and destruction of unaccountable classified waste.

Recommendation for Executive Action

  1. Status: Closed - Implemented

    Comments: In August 1987, DIS proposed a change to ISM, paragraph 19f. DIS expects this and other changes to be issued in fiscal year 1989. DOD expects to issue a revised ISM, including paragraph 19f in June, 1989. The ISM, including a revised paragraph 19f, was issued March 17, 1989.

    Recommendation: The Secretary of Defense should direct the Deputy Under Secretary of Defense for Policy to revise the Industrial Security Manual (ISM) to prescribe procedures for screening materials placed in classified waste receptacles before the materials are destroyed.
