Pursuant to a congressional request, GAO analyzed the missions, management, and operation of the Department of Defense's (DOD) European and Pacific "Stars and Stripes" newspapers to determine if consolidation could alleviate the newspapers' financial difficulties.

Department of Defense The Secretary of Defense should direct that the "Stars and Stripes" study begin as soon as possible, address consolidation and alternative ways to reduce appropriated-fund support, and be reported to him.
Closed – Implemented
The study to evaluate "Stars and Stripes" has been completed and the "Rosen" report was delivered to DOD at the end of October 1987. Study results were provided to the Chairman, House Committee on Armed Services, Readiness Subcommittee, on August 12, 1988. The Public Affairs Office closed case on the same date.
