Teenage Mothers Least Likely to Become Self-Sufficient

Pursuant to a congressional request, GAO reviewed information on: (1) who is currently receiving support under the Aid to Families with Dependent Children (AFDC) program; and (2) whether the characteristics of the AFDC population have changed in recent years.
GAO found that: (1) women who gave birth as teenagers make up nearly half of the AFDC caseload; (2) women who gave birth as teenagers are less educated, have larger families, and are more likely to have never married; and (3) women who gave birth as teenagers are more likely to have incomes below 50 percent of the poverty line.
