GAO reviewed the Social Security Administration's (SSA) use of unit time to estimate its field office staffing needs.

GAO found that: (1) SSA develops and uses unit times and works to keep them current by adjusting them for methods, procedures, and systems changes; and (2) SSA could make its unit times more efficient by using engineered time standards.

Recommendation for Executive Action

  1. Status: Closed - Not Implemented

    Comments: This recommendation is being tracked as part of the General Management Review follow-up effort and this follow-up can be terminated.

    Recommendation: The Secretary of Health and Human Services should direct the Commissioner of Social Security to develop engineered time standards on a pilot basis in selected field offices to determine the feasibility and cost-effectiveness of using such standards on a wider basis.
