This report supersedes GAO-03-539SP, Bid Protests at GAO: A Descriptive Guide (Seventh Edition, 2003), April 2003. GAO published the eighth annual edition of its descriptive guide to the GAO bid protest process. The guide incorporates changes made to GAO Bid Protest Regulations, effective April 14, 2005. Protesters should refer to that publication for full legal guidance.
