To assist Congress in its deliberations on enterprise zone proposals, GAO reviewed the concept, as well as previous GAO reports on economic development and job creation programs, to identify issues concerning business development, job creation, and the costs of such a program.

Congress should require the administering federal agency to establish program effectiveness criteria supported by a systematic data collection and evaluation effort to analyze the benefits and costs of the program if enterprise zone legislation is enacted.
Closed – Not Implemented
The recommendation was incorporated in the Administration's enterprise zone proposal. The legislative outlook for program authorization, however, is dim and for this reason no further follow-up efforts are needed.
