A Congressman requested GAO's comments on a bill to aid the development and maintenance of American flag shipping on the Great Lakes.

GAO found no objection to the enactment of the legislation. However, GAO noted that if the benefits of the proposed section are to be available to each purchaser of 10 vessels or less for exclusive use on the Great Lakes, including the St. Lawrence River and Gulf, and their connecting waterways, that the words "to purchasers" appearing in line 6 of page 2 of the bill be changed to read "to each purchaser."
