The Department of the Interior requested that GAO approve a proposal to advance funds for development of additional power facilities to provide electric service to a pipeline company. The advanced funds would be provided by the pipeline company, and be reimbursed following the approval of appropriations.
GAO determined that the receipt and expenditure of advanced funds by the customer under the circumstances presented was within the authority of the Department of the Interior.
