Request for Advance of Funds for Construction of Power Facilities

The Department of the Interior requested that GAO approve a proposal to advance funds for development of additional power facilities to provide electric service to a pipeline company. The advanced funds would be provided by the pipeline company, and be reimbursed following the approval of appropriations.
