Congress requested information on a report concerning the conversion of two cost-plus-a-fixed-fee contracts between the United States Maritime Commission and the California Shipbuilding Corporation.

In the report, GAO listed the reasons why it thought the conversions and amendments to the contracts resulted in what it considered a wasteful or extravagant expenditure of public funds.
