NeighborWorks America--Availability of Appropriations for Grants to Affordable Housing Centers of America

NeighborWorks asked for GAO's views on whether its appropriations are available to make grants to Affordable Housing Centers of America (AHCOA). Section 418 of the Transportation, Housing and Urban Development, and Related Agencies Appropriations Act, 2010, prohibits the distribution of federal funds to "affiliates, subsidiaries, or allied organizations" of Association of Community Organizations for Reform Now (ACORN). GAO concluded that AHCOA is not presently an affiliate, subsidiary, or allied organization of ACORN because the two entities are not currently financially or organizationally related. NeighborWorks should continue to monitor any changes that might implicate the prohibition or our conclusion.
