Galen Medical Associates, Inc.

A firm protested a Department of Veterans Affairs (VA) contract award to acquire primary and preventive medical care and continuity of care services, contending that VA misevaluated proposals and was biased against the firm. GAO held that the protester's proposal failed to meet a material requirement of the solicitation, and was ineligible for award. Accordingly, the protest was denied.
