Highlights

A firm protested an Army Corps of Engineers contract award for drafting services, contending that the Corps: (1) used unstated evaluation criteria in evaluating its letters of recommendation; and (2) proposal evaluation was biased. GAO held that the: (1) Army Corps of Engineers properly evaluated the contents of the protester's letters of recommendation; and (2) protester provided no credible evidence that any scoring errors resulted from bias. Accordingly, the protest was denied.
