A firm protested a Navy contract award for the design and construction of military housing units, contending that the Navy misevaluated the awardee's and the protester's proposals. GAO held that given the Navy's properly documented evaluation conclusions and the awardee's overall lower price, there was no basis to object to the award decision. Accordingly, the protest was denied.
