A firm protested the Department of Veterans Affairs' (VA) decision to terminate its contract for telephone system replacement and make award to another firm, contending that: (1) VA improperly considered past performance information for a contract not listed in the protester's proposal in reevaluating the proposals; and (2) the proposed awardee's summation of its line item prices differed from VA's calculation of those prices. GAO held that: (1) VA properly reevaluated the protester's past performance, since the solicitation permitted VA to consider bidder performance on other contracts, whether or not they were listed in the proposal; and (2) award based on VA's recalculation of prices was unobjectionable, since the solicitation stated that VA would independently generate summary pricing tables and that only the unit prices, and not the bidder's summation of their prices, would control. Accordingly, the protest was denied.
