[Protest of DFSC Contract Award for Fuel Depot Operation and Support Services]

A firm protested a Defense Fuel Supply Center (DFSC) contract award for fuel depot operation and support services, contending that DFSC failed to provide it an opportunity to discuss its past performance. GAO held that the: (1) protester was not prejudiced by any errors that occurred during the discussions; and (2) awardee's higher-rated, lower-priced proposal represented the best value to the government. Accordingly, the protest was denied.
