[Protest of Virgin Islands Housing Finance Authority Contract Award]

A firm protested a Virgin Islands Housing Finance Authority contract award. GAO held that it did not have jurisdiction to consider the protest, since the Authority was not a federal agency. Accordingly, the protest was denied.
