A firm protested a proposed General Services Administration (GSA) contract award, contending that: (1) GSA improperly determined that it was nonresponsible; and (2) the Small Business Administration (SBA) improperly denied it a certificate of competency (COC). GAO held that it would not review the protest, since small business responsibility determinations and the SBA decision to deny the protester a COC was not subject to GAO review. Accordingly, the protest was dismissed.
