A firm protested an Agricultural Research Service (ARS) contract award for operations and maintenance support services, contending that: (1) ARS improperly evaluated the awardee's proposed personnel; (2) ARS made an improper cost/realism and best value determination; and (3) the awardee had an organizational conflict of interest. GAO held that the protester was not sufficiently interested to protest the award, since it would not be in line for award even if its protest were sustained. Accordingly, the protest was dismissed.
