[Protest of NOAA Bid Rejection]

A firm protested the National Oceanic and Atmospheric Administration's (NOAA) rejection of its bid as nonresponsive. GAO held that NOAA properly rejected the protester's bid as nonresponsive, since the protester failed to sign the required certificate of procurement integrity. Accordingly, the protest was dismissed.
