A firm requested reconsideration of its dismissed protest of the Navy's rejection of its bid as nonresponsive. GAO had held that the protester untimely filed its protest more than 14 days after it knew the basis of protest. In its request for reconsideration, the protester contended that: (1) its protest was timely filed, since the protest was dated and postmarked prior to the 14-day deadline; and (2) GAO should consider its protest for good cause. GAO held that the: (1) 14-day filing deadline pertained to the actual receipt of the protest in its office; and (2) protester failed to meet the good cause exceptions to the filing requirement. Accordingly, the request for reconsideration was denied.
