A firm protested two Navy contract awards, contending that the awardee could not perform the contracts at the offered prices. GAO held that: (1) the protester was not sufficiently interested to protest one of the awards, since it would not be in line for award even if its protest was sustained; and (2) it would not review the Navy's affirmative responsibility determination, since there was no evidence of fraud or bad faith. Accordingly, the protest was dismissed.
