[Protest of Proposed DOE Subcontract Award]

A firm protested a proposed Department of Energy (DOE) subcontract award. GAO held that it would not consider the protest, since: (1) a recent circuit court decision and revised DOE procurement regulations eliminated its authority to review subcontract award protests; and (2) DOE did not request that it review the protest. Accordingly, the protest was dismissed.
