[Protest of Navy Contract Award]

A firm protested a Navy contract award, contending that the Navy should have made award to it, since its bid represented the best value to the government. GAO held that the protester failed to provide sufficient evidence to show that the Navy acted improperly. Accordingly, the protest was dismissed.
