A firm protested an Army contract award, contending that the Army: (1) failed to follow the solicitation's evaluation criteria; and (2) made award contrary to the solicitation's evaluation scheme. GAO held that the protester failed to present sufficient factual information that the Army violated applicable procurement laws or regulations. Accordingly, the protest was dismissed.
