[Protest of DOE Subcontract Awards for Chemical Sales]

A firm protested two Department of Energy subcontract awards for chemical sales. GAO held that it would not consider the protests, since it did not have jurisdiction over procurements conducted by government contractors. Accordingly, the protest was dismissed.
