Highlights

A firm protested a Defense Logistics Agency (DLA) contract award. GAO held that it would not consider the protest, since: (1) the protester failed to file an acceptable certificate of competency application with the Small Business Administration (SBA) after DLA determined it was nonresponsible; and (2) SBA had sole jurisdiction to determine the protester's status as a small business. Accordingly, the protest was dismissed.
