A firm protested the Department of Health and Human Services' (HHS) cancellation of a solicitation for water well construction, contending that the solicitation: (1) did not contain defective specifications; and (2) was cancelled based on favoritism to another bidder. GAO held that the protester untimely filed its protest more than 10 days after it knew the basis of protest. Accordingly, the protest was dismissed.
