A firm protested a Navy contract award for pressure calibrators, contending that the awardee violated antitrust laws by consistently submitting below cost bids to prevent competition. GAO held that it would not consider the protest, since: (1) the awardee failed to state a valid basis of protest; and (2) it did not have jurisdictional authority over alleged antitrust violations. Accordingly, the protest was dismissed.
