A firm protested an Air Force solicitation for family housing construction, contending that the Air Force was required to issue the solicitation as a small disadvantaged business (SDB) set-aside. GAO held that the: (1) protester untimely filed its protest more than 10 days after it received the cancellation notice; and (2) Air Force was not required to issue the solicitation as a SDB set-aside, since the SDB program had been suspended following a court decision. Accordingly, the protest was dismissed.
