Highlights

A firm protested a General Services Administration (GSA) solicitation, contending that the solicitation specifications unduly restricted competition. GAO held that: (1) the protester actually claimed that GSA should make the solicitation more restrictive by excluding manufacturers from competition; and (2) it would not consider the allegation that the solicitation should be more restrictive. Accordingly, the protest was dismissed.
