A firm protested the Federal Prison Industries' (UNICOR) cancellation of a solicitation for electronic perimeter fence intrusion detection systems, contending that: (1) there were a sufficient number of customers for the systems; and (2) UNICOR could obtain the level of inmate employment required by increasing the number of systems to be manufactured in 1 year. GAO held that UNICOR properly cancelled the solicitation, since it could not obtain the number of systems requested and meet its minimum needs for inmate employment. Accordingly, the protest was dismissed.
