[Protest of Navy Solicitation]

A firm protested a Navy solicitation, contending that the solicitation should have been set aside for small businesses. GAO held that the protester untimely filed after bid opening its protest regarding alleged solicitation improprieties. Accordingly, the protest was dismissed.
