Highlights

A firm protested a Department of Health and Human Services contract award, contending that the awardee submitted an unrealistically low bid price. GAO held that it would not review the affirmative responsibility determination, since the protester did not provide any evidence of fraud or bad faith. Accordingly, the protest was dismissed.
