A firm protested a Defense Logistics Agency contract award for medical equipment, contending that the awardee's proposed product would not satisfy the government's needs. GAO held that the protester: (1) was essentially challenging the solicitation's equal item specification; and (2) untimely filed after bid opening its protest regarding an alleged solicitation impropriety. Accordingly, the protest was dismissed.
