[Protest of GSA Responsibility Determination]

A firm protested the General Services Administration's determination that it was not responsible. GAO held that it would not consider the protest, since the Small Business Administration had sole jurisdiction to determine the protester's responsibility. Accordingly, the protest was dismissed.
