A firm protested two Defense Information Systems Agency (DISA) contract awards for analog circuit installation and maintenance, contending that DISA improperly failed to apply a 10 percent evaluation preference for small disadvantaged businesses (SDB). GAO held that the protester: (1) did not qualify for the SDB preference, since the Small Business Administration determined that it was not a small business; and (2) was not sufficiently interested to protest the awards, since it would not be in line for award in either procurement. Accordingly, the protests were dismissed.
