A firm protested a Defense Personnel Supply Center (DPSC) solicitation for modular sleeping bags, contending that the solicitation specifications did not allow it to prepare an acceptable bid. GAO held that: (1) DPSC properly based the solicitation specifications on performance requirements rather than detailed design requirements; and (2) the protester failed to provide evidence that the specifications were deficient or that the prior decision denying a similar protest under an earlier procurement was erroneous. Accordingly, the protest was dismissed.
