A firm protested a Department of Veterans Affairs (VA) contract award, contending that the awardee did not have the required workers' compensation insurance. GAO held that: (1) the protest concerned a matter of bidder responsibility which it would not review; and (2) the protester untimely filed its protest more than 10 days after it knew the basis for protest. Accordingly, the protest was dismissed.
